Our Regulatory Role
The College of Acupuncture of Prince Edward Island (CAPEI) is the provincial regulatory authority responsible for governing the profession of acupuncture in accordance with the Regulated Health Professions Act and its accompanying regulations. Our primary mandate is to protect the public by ensuring that only competent, ethical, and qualified individuals are authorized to practice acupuncture in the province.
As a self-regulating body, CAPEI establishes and enforces the legal, ethical, and professional standards that guide acupuncturists practicing in Prince Edward Island. These standards ensure public confidence, enhance professional accountability, and support the safe, effective delivery of acupuncture care across Prince Edward Island.
Key regulatory responsibilities include:

Registration and Licensing
We assess and approve qualified applicants for entry into the profession through standardized education, examination, and credentialing processes, including background checks and ethical reviews. -
Setting Practice Standards
We establish clear and enforceable Practice Standards and a Code of Ethical Conduct to ensure that acupuncturists deliver safe, respectful, evidence-informed care that aligns with the principles of Traditional Chinese Medicine. -
Maintaining a Public Register
We maintain an up-to-date registry of licensed practitioners and ensure only registered individuals use protected titles such as “Acupuncturist” or “Registered Acupuncturist (R.Ac.)”. -
Governance and Oversight
Through our Council and Committees, we govern the profession in a transparent and accountable manner as outlined in the College’s Bylaws. This includes financial oversight, appointment of officers, and management of professional conduct. -
Professional Conduct and Discipline
We investigate complaints and take action when practitioners fail to meet professional standards, ensuring that the public is protected from unsafe or unethical practice. -
Ongoing Competency and Renewal
We require registrants to engage in continuous learning and periodic annual license renewal to maintain competency and uphold high standards of care. -
Public Protection
Through criminal record screening, enforcement of regulatory policies, and public reporting mechanisms, CAPEI ensures that members of the public receive safe and ethical care from regulated professionals.
CAPEI exists not to advocate for practitioners, but to regulate the profession in the interest of public health, safety, and trust. Everything we do—from credentialing and registration to discipline and policy development—is guided by our duty to protect the public and uphold the integrity of the acupuncture profession in Prince Edward Island.
Governance Of The College
The Bylaws of the College of Acupuncture of Prince Edward Island provide the foundational governance structure for the College and its Council. They establish how the College operates as a regulatory body, including leadership roles, elections, meetings, appointments, finances, and decision-making processes. These bylaws help ensure transparency, accountability, and responsible stewardship in serving the public interest and supporting the profession.

These bylaws uphold the integrity and effective governance of the College in accordance with the Regulated Health Professions Act.
The Council is responsible for the governance and oversight of the College in accordance with the Regulated Health Professions Act. Council members include both professional acupuncturists and public representatives, ensuring that regulatory decisions reflect the perspectives of both the profession and the public.
